The shoulders of this dress have an extended cap sleeve effect that makes the waistline look snatched, even though the waist measurements are LOOSE and generous.
Waist has elastic in the back that's very loose with a smocked effect.
 
Small:  Chest measures loose 36 inches with pleats.  
Small:  Waist measures loose 35 inches UN-STRETCHED.  With the elastic smocking stretched out, the waist measures a loose 39 inches!
Small size translation:  Medium-Large!
Small length: 51 inches from the top of the shoulder to the bottom of the hem.
 
Medium:  Add 1.5 inches to the chest and waist measurements above.  Size translation: Loose large.
 
Large:  Add 3 inches to the chest and waist measurements listed for the "small" above.  Size translation: Loose XL.
